remove or cover?

To erradicate damp through cracks is it better to remove existing roughcasting and replace or put a new layer of another material on top? If a new layer is better what sort of products are available?
 
If you can, fisrt see if other things need doing, perhaps 'drips' above or guttering needing repair etc.

Preference is to remove loose unsound material, but sometimes this can do more dmage than good to the uinderlying bricwork/blockwork .

If you have to go over it, not a problem but make sure you look at window and door reveals - will an extra coat or two foul the opening?

Roughcast can take quite a bit of material to get it ready for a final even coat .

So not really an asnwer is it?

YOu need to see if the exisiting will come off easily before you decide
