repair concrete block wall

I have a wall-fence made of concerte blocks about 7 feet high and 60 feet long that one end is begining to lean. Old Mortar has fallen away and there is no rebar. Can the blocks just be removed, rebar added and re-mortar the wall rather than tear it all down?
 
Can you tell what is a rebar in your country,is it a support for the wall ?

If the wall is leaning over it will be very difficult to support it as the footing probably not deep enough or collapsing under soft ground unless it is only the top half of the wall is leaning.

Rebar is universally known as Reinforcing Bar. It's the steel that goes into concrete.
