Replacement rad, no heat

replaced radiator remains cold. Drained down system, removed any air from all rads, turned off all rads except new rad, nothing!!

Turned off valve (not TRV), drained radiator, refilled and turned on. Top half seemed to warm up, just warm, but then went cold soon after. Please advise on way forward.
