My decades old CH system is being replaced next week. The CH company recommended a power flush but won't be replacing any of the pipes unless the pressure test reveals leaks in the system. Is it normal to leave old pipes when replacing a CH system?

Yes, if they are in good condition and part of a properly designed and sized system. It would be unusual to change them unless they were damaged, or incorrectly sized.

Sounds like your CH company is giving you good advice. Unless any of your old CH pipes are mild steel, which could cause problems, then no need to replace.
