Rising pressure on a potterton system 24E HELP!!!!!!

Hi Guys and Gals
i have a Potterton system 24E boiler, its a mains fed system (with the filling loop..) Problem is lately the pressure seems to slowly rise to over 2 bar over a period of time. i have tried to bleed downstairs rad and lower pressure but still seem to rise again! I have a sneaking suspicion (could be wrong) that the last guy was in to change the system from gravity to mains feed messed up the the two taps on the hot tank.
The top one is the feed from the boiler into the tank( it has a thermostat on it ..) and the bottom i am thinking is the return to the boiler. What I am wondering is that this bottom tap is in closed position, this has to be wrong! Is it just a case of opening it or does it have to be balanced??There is no hot water either only hot rads>
Help please!!!!

Does it do this with the filling loop disconnected?
