Should I be able to see down into my cavity?

Hi,

Should I be able to see down into my cavity wall? Should it not be capped in some way?

This front room along with the WC below are the coldest rooms in the house and I am considering adding insulation under the rafters. Here is a very rough sketch.

In most modern properties, the cavities are usually blocked off, partly to avoid heat-sapping air movement, and also for fire safety.
This was often not done in older houses.
