Should I insulate under my cold water tank and header tank

I've just finished re-insulating my loft space + boarding, however I'm not sure whether I'm supposed to insulate under the cold water tank as well as the CH header tank. My airing cupboard (with hot water tank) is located directly beneath my cold water tank, could this therefore be one of the reasons why I'm getting a lot of condensation forming on the tile felt/pvc?
 
Insulate water tank and expansion/feeder tank and surrounding pipework but NOT directly under either of the tanks as heat from the airing cupboard will help prevent freezing.
Try to use a proper insulation for the tanks not a homemade one if poss
