Sime 100E not igniting...

Hi all. My Sime 100E is not igniting on either Heating or DHW. Pump runs but fan doesn't.

On checking, find no voltage across fan terminals, or either terminal to earth.
With terminal wires disconnected from fan, I have 195V between grey wire and earth, and nothing between blue and earth.

I have tested the APS for switching/continuity - though obviously this is not that relevant until the fan can run.

Is the lack of 240V at fan terminals an indication of a PCB fault?

I can think of at least 4 reasons why the boiler does not work, and that does not include Sime being a dreadful brand. With a fault like this it is probably cheaper to get a repair specialist to sort it out than try and diy it, and definitely a lot quicker.
