Skirting is wet upstairs?

Hi I have stripped the skirting upstairs ready to paint and noticed it has a wet strip along most of the bottom on the skirting any ideas. How to treat or to replace and treat stopping it happening again?

find and fix the water leak. Start by inspecting the radiator pipes.
 
Don't think there is one, the wall with the radiator on isn't hardly damp I have just removed the skirting and the lime render seems damp. But the worst wall was the internal wall don't get it.
 
Are you sure it's wet, could just be run off from when the floor was treated?
How did you strip the skirting?

I have removed them was all soft and shot were it was wet. I have chipped the lime render off and rendered it back with sand cement with waterproofer. New skirting boards think that should do it.
