sluggish c5 2.2 hdi

Hi just fitted new turbo to citroen c5 2.2 hdi. flused out oil,intercooler.New oil,air filters, There seems to be no boost its as flat as a f..t. its as if turbo,s not kicking in. Help

Waste gate valve stuck open?
Or possibly turbo siezed up.

Replaced turbo boost solenoid. turbo,s working a bit, but not a lot, there,s a bit pressurre there. Its brand new with warranty.Just a bit awkward to get it off. its not siezed just had pipe off, spinning ok.

check all the intercooler pipes, may have a split pipe somewhere
