SOX Bulkhead Tripping RCD

Hi all,

I have this Philips XGC 001 18w SOX bulkhead.
Unfortunately, it trips the RCD as soon as power is applied.

If I remove the CPC from the bulkhead it operates just fine. I presume the ballast is leaking current to the chassis?
Does anyone know if this can be fixed?

I would be happy to run this without the CPC as there is nothing metal on the exterior of the casing, and it would be out of reach.
Although the instructions do not state that it is double insulated. Would rather it be wired correctly.

Don't do that! Check the insulation resistance, between L & E, and N & E, to see which had developed a fault, and replace it.
