steam boiler--bad timing

when the thermostat asks for heat, the boiler fires, but only for about a minute or so; then it turns off. it slowly builds up enough pressure to heat the second floor, but the third floor stays stone cold. the pressuretrol is set for 5 psi, but it never builds up enough pressure. the boiler is new (2yrs old) and the rest of the system is old (100 yrs). it is as if there is a timer in the boiler that is turning it off for no reason.

1st jump out tt terminals at the boiler may have a bad t tsat or bad pressuretrol jump it out also.is the boiler oil fired.
 
thanks for your advice, both the t stat, its wiring, and the pressuretrol were new and functioning properly. after skimming the boiler, again, and after it got a month of solid use, it started working again. i don't know why, but i will let the steam demons be. thanks again. by the way, the boiler is gas fired.
