sunvic tlx rfp receiver

Hi all, wondered if you could help me find a solution, the local church had a new boiler system with a a sunvic tlx rfp wireless transmitter/receiver installed about 3 -4 years ago, they can get hot water but no central heating, the receiver usually has a red light on, then when you call for the CH the green light comes on and heating, now there is no red light and no green light when calling for CH, i have checked the fused spur, fuse is ok, and there is power going to the reciever, have also heard that the relay is a common fault for the receiver not working, have changed the relay, still no joy
any help would be great
