When you make a megger test you should tie L to N and test for resistance to earth.

besides what if it is "down" then you would have to meggar each individualy, as for opto isolators, dont think so, that costs money.

Put it this way, say your opto isolator cost £1.00 each and you make 10,000 "appliances" a month thats £10K/ month you would spend to stop some one blowing up an appliance and buying another one, if its not saftey business wont spend it.
