Telephone and alarm cables

I having problems with lack of phone ringing.

If an alarm PIR sensor cable is running next to a phone cable for several feet, can this cause problems such as the above for a land line phone?

No. That layout of cables will not affect the ringing of the telephone.

Try plugging the phone into the master socket, if it still does not ring then call your telephone provider ( BT or otherwise )

Have you tried another phone ?

No is the simple answer and although ELV they should be segregated a little bit better than that.
