Tiling - what to fill gaps round pipes with?

I've gaps round my hot/cold pipes and toilet waste where I've titled.
Whats the best way to fill these?
Grout?
General Filler (I have all-purpose decorators filler)?
Silicone?

Do the pipes need to be able to move or do you want to keep them rigid to help prevent noise?
 
I would use Silicone sealant and you can get high temperature sealant depending the temperature of your hot water
