Toilet cistern - Siphon question

My toilet cistern has a siphon very much like the following (picture below - the only difference is that mine doesn't have that elongated blue 'slider' on the side) but otherwise it's a Derwent MacDee Metro 3-Part Siphon.


Looking at the C-Link, the lower loop attaching to the black shaft of the piston (the upper loop attaching to the lever arm that is attached to the toilet handle) - that black shaft of the piston is visible inside a raised molded plastic surround (which I'll call a 'well'). Should the water level be slightly above the rim of that 'well'? Or should the 'well' be dry?

So, I'm referring to the 'well' where you can see the black top of the piston shaft that in this photo can be seen roughly underneath the black lever arm. Should the water be in the 'well' or should it be dry(ish)?
 
Normally the cistern water level is well above the "well" - at the mark on the cistern wall somewhere or, failing that, about 1" below the overflow level. The well has no significance with regard to the water level.
