toilet overflow

hiya all, toilet overflow on one of our toilet seems to have water hanging from it, and now and again (and i mean now and again) we get a tiny drip outside on the floor

ive looked inside the toilet and all seems to be ok - water sits a good few inches from the overflow so really puzzeled any suggestions please??!!
