Common is connected to either L1 or L2 depending upon the switches position. So in a 1 way circuit you use (either L1 or L2) and the common. Wiring L1 to L2 will never make a circuit.
The switch return should alwasy be marked with a red (or brown) sleeve or tape) to indicate its not a neutral.
