Underfloor Heating

I am thinking of fitting under floor heating.
I have a suspended concrete floor, I beams with breeze blocks filling the gaps and a screed over the top there is a 4ft gap underneath the floor so access is fine.
What i want to know is can i attach the pipework to the bottom below the floor then insulate underneath the pipework? can anyone see a problem with this?

I have a problem with the height in the room, thats why i was going to fix the pipework underneath, i know that it would take longer to heat up, but i thought it should work
