Underground pipe pressure test

Our extension was built about 8 years ago but because a lot of internal work wasn't completed we never got it passed off by building control. We have now called them out and they said the builder never got them out to do a pressure test. We've been told this can either be water or air.
Are either fairly simple to do ourselves and if so how please
