As a domestic householder, am I permitted to make changes to my domestic water system ... I understand I can do so as long as I notify the local water board.

I have followed these guidelines and feel confident my water system follows this FAQ, I guess building control would then be the next set of regs to be guided by.

Whilst on water supply topic ...
Are Thermostatic mixing valves on showers fed from a combi boiler a requirement.

I understand a back flow check valve only needs installing if any thing connected to the water supply is likely to cause any contamination of the water supply if back flow occurs.
 
It all depends, the Water Regs are there to protect the mains water systems and ensure mains water isn't wasted.

Some things need to follow the water regs, some things follow the building regs. It all depends on what you are planning. A TMV 2 is only really required on a new install of a bathroom with a bath with individual taps and that's part of the building regs down south - G If I remember.
 
If you want to be safe fit a back flow preventers to the incoming main and that should go
some way to satisfying the water provider
