Which undercoat before emulsion

I am to emulsion a room with boxed in pipes which has new coving on top. The boxing in has been glossed which I have rubbed down. As I am emulsioning the walls with matt and will need to emulsion the boxed in bit (can't understand why someone glossed this as the room is emulsion paint up to and including the coving on all walls) my question is:

Should I undercoat with water based or oil based-I have both-before I use my matt?

on gloss use oil based undercoat before you put the emulsion on you will have no problem
 
Thanks Zampa. I would follow your advice but already have water based and oil based undercoat and it is only a smallish area-so stick with the oil based and hope there are no probs!
