whirlpool soap cup not opening

I have a whirlpool dishwasher model number DU810CWDQ5. The detergent cup lid is not opening during a washing cycle. When I open the door and turn the cycle knob by hand the cup lid will open every time at the same rotation. I already replace the Actuator Assembly but the problem is exist. What can I do next? Please help.

Also mine is not draining completely any ideas?

most dishwasher wash cycles begin with a cold rinse off before the main heated part of the cycle. this means that when you set your machine on the cycle it must clear all of that rinse water before progressing to the wash. i suspect that if you fix your draining probem the other will sort itself out.
