The owner of property can make an application for a lawful development certificate to be sure that his property that was a block of flats is now considered by the planning development as a single dwelling house giving him right to permitted development rights.
I have read that when an application for a lawful development certificate is made it is necessary to enclose in this application ‘supporting evidence’. The question is what kind of ‘supporting evidence’ could be enclosed in this application if no physical alterations have taken place in this block of flats to transform it into a single dwelling house

“(In the interest of fire safety, if there is a door between a garage and the dwelling it should have 30 minutes fire resistance and be self closing. This opening must incorporate a step up of at least 100mm between garage and dwelling floor”

Maybe this replies to your question. It is Building Regulation Part B about fire safety. Not only there should be a door but also it should be self closing so that it does not remain opened accidentally
