Do you mean ISIS didn't claim responsibility, but Russia said they had claimed it? I believe Putin has blamed Ukraine (well he would, wloudn't he?)
Well, it's said ISIS claimed responsibility but why would they shoot strangers in a Moscow theater?
It won't get them any closer to an Islamic State and as America says the Russians ignored them who can say what's what...are we to believe Russian statements on terrorist attacks but discredit what they say about events in Ukraine?

ISAL K have claimed responsibility. 
Might be ISIS not ISAL. They are split off splinter group promoting terrorist activities against populations in other countries. Members associated with the various stans - all the countries that end with that. Seems they even cause the Taliban and Pakistan problems and are stepping up activities.
Normally both Russia and the US would warn each other about the chance of terrorist activity. Not clear what has happened in that respect. Seems the US embassy did post details on their web site. The security people at the concert were not armed.
