2 way key switch ?

Or use your top switch to power a SPDT relay.. that would work too.

Did something similar for a friend who had just decorated but hadn't ran enough cabling to his light swiches, using one way switches and relays we were able to provide 2way switching via the relays
 
I currently have a hidden key type switch but some undesirable has a key too!

there is one on maplin's website. Maplin
all you need to do is link two of the terminals to create a common terminal, and use the other two as L1 and L2 terminals. The switch appears to be mains rated, but please make sure it is suitable for the purpose you intend.

it says its dpdt so it should have 6 terminals only 3 of which you will need to use but you can always confirm whats what with a multimeter.

it should be safe to use as a lightswitch but you'll have to mount it appropriately and make sure you earth the body! you may find you need a much deeper backbox than a normal switch to fit it.
