Could it be, Select an approved test lamp or multimeter and verify its correct operation.
Locate means of isolation.
Isolate supply and verify circuit is dead.
Attach a warning notice to isolator.

Four 'tests' we always do;

With power off,
1. Earth continuity. (From known earth to boiler metalwork, pump, casing etc).
2. Earth resistance. (measured live to earth).
3. Short circuit test. (resistance live to neutral).

With power on,
4. Correct polarity.
