ACL lifestyle lp112 not turning on

Ive not long moved into a flat with an ACL lifestyle model lp112 and it wont work, im not very technical but my landlord isn't the best for gettimg people out that actually know what to do. None of the buttons will work meaning we are without heating or hot water, this wasnt a big issue during the summer but now its getting into autumn and winter and we are in Scotland, its getting unbearably cold and i dont know why nothing is working, jjst hoping someone can give me some insight on how to fix this issue?

First thing to establish ,is the electricity supply to it switched on ?
Any fuses or circuit breakers on its supply blown or tripped ?
