Surely you would omit L-N testing on an unknown installation, opting for a L+N to CPC.

As said before it looks like a bug. I bet the first part is dropping the voltage and making it dc, before passing it into the actual bug where the blue rf tuning coil is, the arial links and so does the mic.
Some of the hobby style ones transmit around 108MHz fm so if you get it running you may be able to pick it up on a small fm radio by scanning round the upper end of the band.

Definitely a bug, transmitting on vhf I would say for the size of the coiled inductor.

If it was a kitchen, i'm going to write to MI5 to advise them about Part P requirements.
