Baxi Combi Instant 80 HE Luke Warn Water

I have a problem with the DHW. After the initial preheat water has run out the hot water becomes luke warm.

I've had the diverter valve replaced but this has not fixed the problem.

Whilst i know i need a plumber to fix the boiler, I don't want to be paying for guess work.

Any help appreciated?
