Boiler not firing up

After a radiator fall off the wall. Had to re fit it, then bleed all the other radiators. But now the boiler will not fire up. It is a Ideal mini C28 the pressure is at 1 bar.

However their are two tubes at the top of the boiler, with like dust caps on. and labeled + and - if I remove one of the caps the boiler ignites. It is almost like it needs air. I am not to sure if it needs to be remained open. Here is the diagram. and the two tubes circled.

Get a Gas Service engineer in these caps are for flue gas ampling and are linked to the air pressure switch, this indicates that there is fault that is not a DIY job ;)
 
Something tells me this boiler has not been serviced for a long time, and is likely to produce CO. This can then come into your house if you remove caps without knowing what you are doing.
As above, you need a pro.
