Boiler on/off clicking [Just moved into new house]

The boiler appears to switch on and off.
We have no thermostat so in theory when it's on it should stay on I would have thought.

The boiler is a Baxi and a few years old. It's not a combi.

When peering into the pilot light hole you can see it spark, and then shut off.

Somehow we can still heat the house and get hot water though.

The other problem(unless it's normal) is that we can constantly smell burn't gas flue smell outside..I'm sure you know what I am refering to. It's not GAS as such, but that kinf of smell you 'sometimes' get from flumes but ours seems constant

Any ideas or suggestions ?

Why are you spending so much time outside in the cold sniffing the flue gasses?
