Bouler Buderus 600-28C problem

I have a Boulter Buderus condensing boiler (600-28C. It has been working fine recently. Then i had to drain the system to move a downstairs radiator. Since then the boiler goes through its start up motions but does not fire up. It displays a flashing "2L" code in the display but i can't fine any reference to this in the manual. I have tried resetting etc and getting the air out the system and its still the same.
Pressure is at 1.5bar....so i know thats ok.
Any idea's??
