we all know that "officially" the nominal voltage is 230v but because of transition in complying and supply authorities using leeway to still output 240v(check reading) until the physical change I think during calculations we should still adopt the actual working voltage. Or is this a way of making sure that correctly sized cables are now being installed in preparation for the change?
 
Kendor, the answer to your question is Yes, I think this is why they insist on us using the 230V, even though we know that around the country it averages about 238V. If you do the calculations at the lower voltage, then you can be confident that the cable will comply in every respect.
