Can i loop in and back out of the connectors on these lights with 1.5mm cable?

I don't see why not.. You may find 1.0 mm cable better. how many lights do you want to install. and how much cable is needed between the lights ?

The most lights in one room will be 6 with around 1 meter of cable inbetween lights, the lighting circuit is currently in 1.5mm will it be safe to drop to 1mm for the lighting "daisy chain"?

Yes mate 1.0 mm will be fine, it will be easyer to use as most terminal blocks on light fittings are very small.

You could terminate your cable in to a joint box and have 6 seperate legs going out to each fitting if you are struggling to terminate 2 cables in the connector at the light.
