Can I remove this waste stack?

My bungalow has several waste stacks open at roof height. One of them is in the way of a bit of building work in a bedroom. According to the previous owner it was put in when the house was built because the original plans had an en-suite which was never built so the stack isn't used.
Can I just cut it out and seal the pipe off below the floor? If it matters it's the one nearest to the main sewer connection.

If you already have other vents on your drains then I am going to stick my neck out and say YES you can remove it...

I think it should be OK as it is the most downstream stack so I will go ahead and see.
