Cannot turn off Hot Tap

Turned on the hot water tap in the bath last night and couldn't switch it off again. It's a very old style tap and the handle slips loose just as it tightens, kind of like when you tighten a jam lid but if you tighten it too far it comes lose again. Anyway, by putting downward pressure on the tap and slowly tightening it I managed to get it down to a drip. Is this a washer gone? I've just had a new Valliant Eco Max bolier put in, if I turn the mains water supply off, will this damage the boiler? Should I turn the boiler off? Or should I just turn the hot water off from the valve underneath the boiler? What is the best way for a complete novice like me to approach it?

turn the stoptap off there should also be one on the boiler
