central heating pipes into boiler

we have a potterton lynx2 boiler.
we recently had a couple of plumbers round to change the radiator in the bathroom and do some other bits and bobs.

i havnt used the central heating since they left and i turned it on today and the boiler doesnt fire up.

the central heating kicks in when the hot water is turned on and you turn the heating on as the hot water is running.

there are two large pipes going into the boiler with valves on.
are they both supposed to be open or closed?

i dont know if the plumbers returned them to their correct positions!
