Central Heating Problem - Radiators cold downstairs

Hi there,

I would greatly appreciate some advice. My radiators upstairs are red hot whilst the downstairs ones are cold. I've looked into balancing the system and this does not help. I've also tried bleeding all of the radiators which does not help either. The pump seems to be rotating by unscrewing the bleed screw which causes the screw to rotate.

My question is, is the pump defective and therefore not circulating the water well enough to the radiators further along the system? Or could there be another problem?

Classic sign of balancing or maybe weak/clogged pump. What happens when you turn off all upstairs rads?
 
Turn all rads off upstairs, if the rads downstairs still dont heat up suspect the pump. Sometimes the pump may appear to be spinning but the impeller shaft has sheared. The only way to check this would be to isolate the pump and remove the head.
