No it isn't.It is standard practice to vent cavity walls and a chimney has/is a cavity.

Some do! some don't.
One of our chimneys/flues is sealed at the bottom and open at the top
Hence my suggestion of "suck it and see"..
I appreciate it is more than an old wifes tale, but what really is/will going to happen if left like this?? CheersTom
