Cold rads

Similar problem to other people.
I have 8 rads in my house. One of the downstairs and one of the upstairs rads refuse to get hot at all. I have bled and refilled the system and when opening the bleed valves, cold water comes from both of them. Both pipes at either ends of both rads are cold so no hot water is circulating to them. The only common thing is that they are both on the same side of the house.
Combi Boiler pressure is in the green zone on the indicator.
Please help, its getting a bit chilly now.

yes but no one else mentions cold pipes in and out of the rad, its the only reason i posted.
