OK thats simple then!

You have set it below the specificed minimum!

You might be lucky and find thats all it is!

But then again it might be something else?

No, I hadn't altered it.
The book says 3.5l, but they usually come on at 3.

Changed it anyway, we'll see.
I'll sell the other one on Ebay, as coming from a working boiler...
