Essex Flange Fitting Questions

I need to fit an Essex flange to my HW cylinder, so that I can fit a shower pump. My questions;

1) What is the best tool to buy, to gut the hole in the cylinder?

2) Where is the best place to fit the flange on the cylinder?

If you must use an Essex it wants to be fairly near the top. Either drill a series of small holes and carefully prise the circle of copper out then file the edges to smooth or get a proprietry metal cutter the right size.

Surrey Flange far easier if you are unsure, cheaper than wrecking the cylinder......
