Exterior rendering

I need give the council the ratio for rendering to complete a planning application for my local council.
I can't get hold of my plasterer...can anybody help?
We are going to render exterior garden walls and planters. He usually does 2 coats with different amounts of cement in each. Also do you add waterproofer to the final coat and not the scratch coat?
Can anyone give me the ratios for each coat

depends on the walls m8,are they blockwork/brickwork,type of brick/block all comes into play!

4:1 scrach coat waterproofer (half cup)
top coat 5:1:1
4it sand/1:cement scrach coat
5it sand1:lime1:cement
sorted job done
