External rendering on end terrace roadside properties

Hi,

I could do with some advice in external rendering on roadside end terrace properties. I'm looking at buying a property that is more or less against a road. It does have a pavement but it's a little around a metre wide.

I remember from back in the day in construction that roadside scaff needs to be *at least* 1m away from the wall, which would put this scaffolding into the road.

I've attached the Google Maps image link below. Can someone please advise me on whether you'd expect external rendering on the side of this property to require scaffolding, and a rough idea of what it can add to the cost?

I'm a first time buyer, and although I did get a good deal on the house I don't want to spend the next twenty years working triple shifts to pay off the work to get rid of the hideous damp!
