Hey I have a bathroom to install were someone has cut out a section of a joist. How can I repair this? Or does it really need a joiner?

That certainly looks like a fair bit thats been cut out there. Probably better asking this in building section.

But id include what loads you will be likely to place on that joist and assume its upstairs? more info the better. but its not a plumbing issue

is a possibility they bath may be placed over that area so would need to be strong.

I'm not a builder but what about a sister joist, glued and screwed either side of the hole?

sistering could even be a problem because of the wires in the way, I'd of thought
