For Skirting & Doorframes - Sandpaper or Sander? ? ?

As above please.

Going to prepare the skirting boards and doorframes to be painted, is it worth using a sander for the job or is sandpaper going to be good enough? ? ?

If sandpaper, which kind and how rough should the paper be? ? ?
