gable end rebuild

been looking at a proberty dated c1920,, its two bed end of terrace stock brick,, it bulges out about half way up ,, what is the best solution
1 take it all down below pavement to foundation ?
2 take it half way down and rebuild on existing which looks sound
its dimensions are 26 feet wide to about 25 feet to the pike,,, if its only built halfway is there a problem with it being 9 inch ?? would the stock brick be reused or is that not economical what would be a very rough guide for a local builder to do this work

Who decided it needs taking down and re-building?

Removal of this elevation could mean a whole load of floor and roof propping, should you decide to remove it.
 
If its that bad, there is ways to reinforce it. Dont look pretty but a lot easier!
