Hot water in central heating F&E tank

I live in a 3 bed semi and have gas boiler open system central heating. the boiler is on the ground floor with the pump next to it. the F&E tank is in the loft. the thing is that the water in the h&e tank gets fairly hot, is this normal or is it a problem that can be fixed.

water in f&e tank should not be hot.

usually caused by pumping over - either a partial blockage around the cold feed/open vent or system piped up wrongly.
